The state of quasineutrality describes the collective neutral charge of a volume of plasma, while local regions and fluctuations inside of it aren’t.
Because of Ion’s and Electron’s different properties and trajectories in the plasma, local instabilities and charges are expected to arise. Seen as a whole though, the entire volume of plasma is neutral to the outer world.
